我国城市多尺度社会-生态系统可持续管理框架研究

摘要:
面向SDG11“可持续的城市和社区”目标和我国城市体检及国土空间统一治理的内在需求,开展城市复杂系统视角下的可持续管理研究。基于系统辨析和梳理“城市可持续性”相关概念,借鉴社会-生态系统、脆弱性/韧性分析、城市土地系统转型等相关理论,识别城市系统协同演化主体,构建多尺度城市可持续管理理论框架。该框架以人地互馈作用为驱动,以城市地表景观结构和转型为连接社会-生态系统互馈网络的“桥梁”,以城市社会-经济-生态时空耦合格局-过程为系统可持续演化路径的表征;该框架有机整合了多尺度人类与自然耦合系统,以及各子系统内的反馈关系,提升了对复杂自适应城市社会-生态系统网络的认知。最后,结合我国城市可持续科学研究及管理实际,围绕提出的理论框架,本研究阐述了未来城市可持续发展亟待开展的科学研究问题和管理实践重点。

Research on sustainable management framework of urban multi-scale social-ecological system in China

Abstract:
Aiming at the SDG11 oriented ‘Sustainable City and Community' target and the internal needs of urban physical examination and unified governance of national land space in China, a sustainable management research from the perspective of urban complex systems is carried out in this study. On the basis of systematic discrimination and sorting of the related urban sustainability concepts, this study attempts to identify the subject of urban system co-evolution and construct the theoretical framework of multi-scale urban sustainable management by referring to the theories of social-ecological system, vulnerability/resilience analysis, and urban land system transformation. The results show that: The framework is driven by the interaction between human and land, and the urban landscape structure and land use transformation are taken as the ‘bridge' connecting the feedback network of social-ecological subsystems. The multi-stable pathways of the sustainable evolution of the urban system through the pattern and process of social-economic-ecological multi-dimensional spatio-temporal coupling are characterized. This proposed framework integrated the coupled human-nature systems at multiple scales, as well as various feedback relationships within each subsystems, thus leading an improved understanding of complex and adaptive urban social-ecological networks. Finally, combining with the urban sustainable scientific research and management in China, and based on the proposed theoretical framework, the urgent scientific research issues and management practices that need to be carried out for city sustainable development in future are suggested.
